You sent me on the 5th of December the enclosed
letter and cutting from one of your constituents concerning
the Mui Tsai system. The printed letter from a r. Lancaster
Smith which your correspondent forwarded originally appeared
as an article in a recent issue of a publication called "The
Slave Market News", of which, I understand, Mr. Lancaster
Smith is the proprietor.
The statement in this letter that slavery exists in
Hong Kong is, of course, entirely without foundation; and
many of the other statements made by Mr. Lancaster Smith are
quite untrue, or give a completely misleading impression of
what the situation is and what effort has been made, and is being

made, to improve conditions.
The true position has been
frequently explained in the House of Commons in reply to
